Easy-to-use framework for data assimilation via the AOT algorithm

I'm copying here a message of @bpachev about his project to create a framework for data assimilation:

"I'm interested in creating an easy-to-use framework for data assimilation via the AOT algorithm. This is something that I need for a current research project on a general method for parameter estimation in a data assimilation context. Because the fluidsim project already provides a lot of nice solvers for systems that traditionally pop up in data assimilation, I'd like to use it as a base. My question is if such a contribution would be welcome, and if so whether it should be organized as a separate project, or if it could potentially be included as part of an existing project in the fluiddyn group.
