Make Mercurial native projects the default

As of Heptapod 0.19.0, Mercurial native projects are not considered dangerous for the whole instance, yet they are still experimental.

I've been using myself two of them on foss.h.n (notably mercurial/testhelpers) for a while now without serious issues. It's time to expand the testing of the native mode.

I've just enabled the "Mercurial native" VCS type for project creation on this instance, and am even considering making it the default, so that any new Mercurial project would be native.

Existing projects are totally unaffected by these changes.

Opinions welcome!

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
