Run `hg recover`
It can happen that we have interrupted pulls in our builds, leading to Mercurial needing hg recover
before any subsequent pull can succeed. Here's an example.
In the runner context, we don't have an easy way to introspect the state of the repository and act accordingly. But hg recover
is cheap if it has nothing to do, so we could run it systematically.
