Repo-local HGRC not backed up

The HGRC file that's entirely managed by the Rails application, through REST API PUT on <project_api_url>/hgrc is not properly backed up.

Side note: we'll have heptapod-tests!26 (merged) to avoid regressions on backups

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
