many hg shares (.hgtmp) generated but not removed / cleaned up exhausting available storage

@gracinet asked me to raise an issue following our chat on mattermost.
on a self-hosted heptapod instance runnning version Heptapod 0.13.0.rc1 baca5d04549c (GitLab CE 12.3.9) hashed hgtmp "shares" left behind when handling a repo with a large working directory (approx 1Gb) this exhausted available disk space and I think slowed down processing and serving of data in general. the main symptom I experienced was inability to Merge any merge requests. "Checking ability to merge automatically" for all of my merge requests.
Steps to reproduce
unsure. this is speculative. I had a conversation with @gracinet where we discussed the details. I had a large report (approx 1Gb) I had incrementally pushed this rather than importing or cloning, approx 75,000 changesets. It has historic duplicate default heads, but none active, so when importing the experimental option for this was active. I created a merge back to a old branch approx 82 commits behind . But its possible a large merge request 200 commits behind which itself included 90 commits was the trigger. I attempted to clear the .hgtmp files, freeing up the space. but when viewing and attempting to test Merge requests, yet more persistant files were generated.
What is the current bug behavior?
loads (172 at time of writing) of XXXXXXXXXXXXXXX.hgtmpXXXXXXXXXXXXXX files in the git-data/repositories/@hashed folder relevant to my repo.
What is the expected correct behavior?
the tmp files are created and removed as needed and not left behind. the simulate merge happens in the background and the information is available to allow Merging from the web interface. Merge button visible and "checking ability to merge" resolved.
