Warning about version mismatch in GitLab Shell

Seen a few times, got a confirmed report it happens for source instances as well as Omnibus/Docker:

WARNING: This version of GitLab depends on gitlab-shell 13.7.1, but you're running 13.7.0. Please update gitlab-shell.

Long story short, the warning is wrong (at least on Heptapod 0.17.1)

But this is irritating and creates confusing now that our version numbers are really close to those of GitLab (see #352 (closed))

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
