Merge Requests: letting users change the source branch

Georges Racinet requested to merge topic/heptapod-stable/mr-source-branch into branch/heptapod-stable

This is explicitely disabled in upstream GitLab, but would be frequently useful in Heptapod, as explained in #138 (closed).

The last changeset of the stack takes care of the Web UI, and needs some improvements for maintenability (it does the job for me).
