Restore pipelines for MR target branches after merge

Georges Racinet requested to merge topic/heptapod-stable/pipeline-target-branch into branch/heptapod-stable

This is a bigger change than one could have imagined: it makes our inner Mercurial fire the GitLab post-receive hooks.
