Squashing Heptapod migrations up to 2023-07

Georges Racinet requested to merge topic/heptapod/squash-migr into branch/heptapod

In theory, we do not run the migration tests in CI. In practice some of them have leaked in the past, and I don't want any last-minute issue about this with the 17.5.0rc1 release, so we run the full pipeline for this one.
