RefService: implement GetTagSignatures

This method was introduced in GitLab 14.2, with usage in the Rails app behind the :get_tag_signatures feature flag (disabled by default).

Of course what it should do in the case of Mercurial is open to discussion, but we'll need it at least to ensure that it doesn't create hard errors (could be handled on the client side though).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
