HeptapodGitHandler: receive hooks for native repositories

For the first HGitaly integration, all the SHAs that our pre- and post-receive hooks send to GitLab will have to be Mercurial Node ids, because that's precisely the point.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
