Cannot clone a git repo from GCP

I can use git to clone this repo - no problem with credentials.
I can also use hg clone to work with a local bare git repo which has the GCP version as an upstream - no problem with the setup of hg-git
When I try to clone the GCP repo I

<my name>%40<my company>.com@source.developers.google.com: Permission denied (publickey).
abort: git remote error: The remote server unexpectedly closed the connection.
Since I can access this repo with git, there cant be a permission or ssh key problem. The %40 instead of the '@' is kind of interesting and suggests a parsing error in hg-git maybe?
Let me know how I can help you get to the bottom of this and I totally understand that GCP may not be a priority for you.
