TortoiseHG is completely broken

Config: WinXP.32, Lenovo W500 laptop, TortoiseHG 0.7

I had several (~7) different THG dialogs open. They were all placed into one group in Taskbar. I clicked "Close Group". All were closed, but i got dialog about some error and that it was saved in the log (attached,path modified). After that my machine is screwed big time, as far as HG goes. Most operations work fine, however i am sure several time it didn't show anything for incoming or outgoing between two repos with different log. But the main problem is - commit doesn't work. Any attempt to commit results in some error dialog (attached), depending on what i have selected for 'external commit tool'

I tried to uninstall/install TortoiseHG, but to my surprise it didn't help!. I tried versions 0.5 0.6 0.7 0.7.2 - all have same problem.

Some bad setting is obviously stuck - question is where? All repos are affected, even those i didn't touch in a month.
