TortoiseHg / the Overlay Icon Server doesn't create thgstatus file in .hg folder

Whenever I clone a new repo my overlay icons are not updated for my folders. From looking around some forums and through the bugs already raised (e.g. <<issue 1323>>), I see that the "thgstatus" file needs to be created for the icons to show properly. However, this never happens automatically on a clone / init command from TortoiseHg. If I manually create thgstatus then the overlay icons work as expected.
In ESET NOD32 AV I've created an exclusion for the folder containing my repos so it won't restrict the creation of this file. I'm running the latest version of TortoiseHg (v2.2) on Windows XP 32-bit with SP3. I've also temporarily made an exclusion for the Google Desktop search-indexer so it won't index my repo folders.
Killing the overlay icon server and running "Update Icons" doesn't fix the problem, as thgstatus still isn't created.
I am raising this bug as I think that, in the least, it would make sense for TortoiseHg to create the thgstatus file when the .hg folder is created (i.e. at init).
However, I imagine that there must be other underlying issues around the creation of this file by TortoiseHg / the Overlay Icon Server, because if the repo was init'd via Hg command-line, the thgstatus file wouldn't be created automatically, and therefore TortoiseHg would need to create it later.
Please let me know if you think there's something preventing the automatic creation of thgstatus on my machine - if there's something that I can try to do to fix the problem at my end.
