Text input not working correctly with alternative keyboard layout

I'm using NEO-Layout (http://neo-layout.org/) as my keyboard layout. The page is german only, sorry.

It uses the "#" and CAPS LOCK keys as a modifier to access a third layer of keys (You can see it by hovering over "Ebene 3"on the page). This modifier doesn't work anywhere in TortoiseHG. So I can't enter chars like "", "", "/". Instead the normal first layer is used: "v" instead of ""

TortoiseHG is the only program I know that is having this problem, other GTK programs work correctly I think.

Let me know if there is anything I can do to help investigate the problem.
