Filtering file types

I want to specify what files I want my repository to store, and what files I want it to ignore.

Is there a file I can copy into a folder before I create a repository that tells Mercurial what to allow and what to remove?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
