updating to version 2.5.1 causes traceback, "no module repo" then crash

this is the error I get using the explorer shell extensions

and if I use command line I get
abort: No module named repo!
seems very similar to https://bitbucket.org/tortoisehg/thg/issue/970/no-attribute-bail_if_changed and https://bitbucket.org/tortoisehg/thg/issue/1432/opening-about-tortoisehg-on-my-windows and about a thousand other issues
reinstalling to see if that fixes it.
I have had absolutely no problems with any previous version up to now.
