Add "Explore Local" option to file context menu

I think it would be really handy to have "Explore Local" menu item (probably after "Edit Local" and "Open Local" item) in a file context menu (Workbench UI Revision Details/Manifest views) which will effectively show up an explorer window with the file selected (technically calling e.g. explorer /n,/select,"D:\Projects\Repos\thg\tortoisehg\hgqt\reporegistry.py" as per http://support.microsoft.com/kb/130510).

Similarly Workbench Commit/MQ view should have "Explore" option.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
