boot_com_servers: No module named server.exception

I got the following after clicking on open repository from an empty workbench (almost new install). There is possible network flakeyness involved and I am on Windows 8.1.
The odd thing is, I am pretty sure I used TortoiseHG to create my new project in the first place, but it wasn't listed in the list. Maybe I used a right-mouse menu to create the local project...
Marking minor because I was able to complete the open project anyway.
