Added files that are shelved don't honour hgeol settings when unshelved

Similar to #3696 (closed), we're working on Windows with hgeol set to

** = native

So our working copy files all have CRLF line endings. If you create a new file in the working copy, add but don't commit it, and then shelve the working copy, the newly created file gets put in the shelf.

However, if you then unshelve, the new file will have LF line endings in the working copy, not CRLF as it had prior to the shelf and should have because of hgel settings.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
