Bad file name encoding on Update

Created originally on Bitbucket by DigitalDog

Files with UTF characters are correctly stored in repository, and correctly displayed in the Workbench and so on, but if I try to do Update, the resulting names are invalid, so after Update I'm getting total mess: files that should get overwritten stay in place, and files that should be overwriting them are incorrectly named. Please see before/after attachments. Thanks in advance.
