shellext: some dialogs can't be invoked from context menu if ui.strict

As far as I confirmed, context menu entries below on Windows explorer can't invoke appropriate dialogs correctly, even though "thg" on command line can do so in the same repository.

  • Synchronize (= "thg sync")
  • Repository Settings (= "thg repoconfig")
  • Global Settings (= "thg userconfig")

Other context menu entires seem to work correctly.

Environment:

  • TortoiseHg 3.2.4(64bit)
  • Windows 7 64bit, 16GB RAM
  • context menu is l10n-ed by "thg-cmenu-ja.reg"
