"Repository is not local" error should be "Not a Mecurial repository"

The "Dropbox" folder is a primary partition on a local disk mounted via NTFS Mounted Volume (https://technet.microsoft.com/en-ca/library/cc938934.aspx).
Note: The folder is called Dropbox, but the program from dropbox.com is not being used.The name is a remnant from an earlier time.
Previous versions of TortoiseHg had no problem with this setup. I don't know which version was the most recent successful one.
