Cloning a repo using ssh

I am cloning a repository which is on the Linux machine on the local network using ssh on Windows. The machine name is, let's say phobos, and the repository is located at /data/repo/ If I specify the source repo in Tortoise as ssh://phobos/data/repo I get the following errror:
% hg clone --verbose ssh://phobos/data/repo running ""TortoisePlink.exe" -ssh -2 mab "hg -R data/repo serve --stdio"" remote: abort: There is no Mercurial repository here (.hg not found)! no suitable response from remote hg
While it clearly should look in /data/repo. Adding an extra "/" makes it work: ssh://phobos//data/repo
I've checked TortoiseGit and it actually does the right thing.
