shellext: "Create repository here" offers wrong path when creating a repo inside a repo

On Windows, when right-clicking in an Explorer window and selecting TortoiseHg -> Create repository here, the destination path is set to the containing repository's root.

This doesn't make sense since I'm not going to be able to create a repository at the root of my repository anyway, and my intention was to create a new repository in the folder I was. The fact that it's contained within an existing Mercurial repository shouldn't matter.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
