Explicitly added files, which fits hgignore mask, are ignored during first commit

Sometimes I need to add files which are usually ignored. For this I enable display of ignored files (mark "I ignored" in file selector) and mark such files. But they are ignored on first commit. Below is an example (version 3.6.3 is used): "*.bat" are ignored, but this particular "test.bat" must be added. Content of .hgignore:
.*\.bat$
Log:
% hg add -- test.cpp test.bat
[command completed successfully Thu Jan 21 11:09:32 2016]
% hg commit --verbose "--message=First commit" --user Tst -- test.cpp
committing files:
test.cpp
committing manifest
committing changelog
committed changeset 19:3db4a289d866
[command completed successfully Thu Jan 21 11:09:32 2016]
% hg commit --verbose "--message=Second commit" --user Tst -- test.bat

test.bat

[command completed successfully Thu Jan 21 11:09:42 2016]
Looks like GUI adds such file in hg add
command, but misses it in hg сommit
one.
In the past it worked OK...
