Distribute python lz4 into Windows installer for remotefilelog

The python package lz4 is required for the remotefilelog extension. Currently, on Windows, we need to add sys.path.append('path to installed python's site-packages') in the remotefilelog extension so that the lz4 package can be imported properly when the extension is invoked through TortoiseHg.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
