Option to ask for username on every commit

It would be useful to have an option that would ask for username on every commit.

In an environment with shared computers that don't have personal user accounts, the person performing the commit can be different every time.

Currently, the user needs to open Settings and change the username, which is an extra step that's extremely easy to forget. It would be handy to force TortoiseHg to prompt for it every time.

Setting ui.askusername isn't helpful - it only prompts if the username isn't set, but then it saves the username and doesn't ask again.
