Windows Installer kills Explorer but does not restart it

The Windows Installer always detects some "conflict" with Windows Explorer and requires the Explorer process to be killed. I think it used to restart Explorer automatically afterwards, but recently it does not (successfully) do that anymore. This is very awkward for users as they are left without a shell (taskbar / startmenu).
(Workaround: Alt-Ctrl-Del to start Task Manager, kill any remaining hung Explorer process, "File" menu -> "Run new task" ->
(Why has the Explorer process to be killed in the first place? This is quite unfortunate for users that have many Explorer windows open which can not be easily saved / restored.)
