How to install lapack/blas (and finally scipy) on win32?

pypy3 -m pip install scipy tells me error because no lapack/blas resource found. Then I go to https://www.lfd.uci.edu/~gohlke/pythonlibs/#numpy to find a numpy with mkl. Unfortunately there's only numpy+mkl for CPython.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
