test_subprocess_close_after_finish fails on win32

lib-python's test_subprocess_close_after_finish in test.test_asyncio.test_events.ProactorEventLoopTests crashes on py3.6, hangs on py3.7 in win32.

This might be the cause of the lib-python test step exiting with an exception on windows py3.7?
