setcap causes pypy3 to fail
Setting any capability on the pypy3 executable will cause subsequent execution to fail. Removing the capability restores the ability to execute.
Environment: pypy3.6-7.3.3 running on AWS Linux 2 (ami-0a36eb8fadc976275 in us-west-2)
