lib-python regr_tests fail on windows, py3.7

I finally found one cause of the windows 3.7 lib-python tests hanging. There is a stray process hanging around when tests are finished with the command line typeperf "\System\Processor Queue Length" -s1 1. If I kill it manually, the tests nicely exit.

This process is being started by the WindowsLoadTracker and is used in getloadavg.

It is not yet clear to me where the problem is and what is hanging.
