pypy3 is completely non-functional on big sur due to a fixed bug, please do a release

#3314 (closed) makes pypy3 effectively non-functional since one cannot use requests or pip. This means that (for example) homebrew and pyenv won't install it since it fails its self test. It's been broken for about 4 months now, the nightlies work, and the bug is fixed - can you do a release?

(I'd been holding off on filing this because I thought you knew about the severity here, but @fijal tells me that an issue would be useful for tracking this, so here you go!)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
