PyThreadState_SetAsyncExc is missing

Hello up there,

I've discovered on a private code that PyPy does not provide PyThreadState_SetAsyncExc in its C API.

This function is usually used to raise an exception in the context of a target thread. See e.g. http://tomerfiliba.com/recipes/Thread2/ for example usage.

$ pypy --version
Python 2.7.18 (a29ef73f9b32, Nov 09 2020, 18:42:06)
[PyPy 7.3.3 with GCC 7.3.1 20180303 (Red Hat 7.3.1-5)]
