Was already merged in Bitbucket before import, marked as merged by the import user

This removes PyPy's dependency upon sys/timeb.h on OpenBSD.

In the long term we should look for a way to make timeb.h optional regardless of platform. Most platforms will have gettimeofday(2), so timeb.h would not be required anyway. As it stands timeb.h is required even if you don't use it.
