Allow to configure cache size in the config file

The low figures of the cache size for fields_view_get shows that it could be good to configure the cache size per cache name in a configuration file as those numbers could differ from one installation to another

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
