Stopped cache thread are found in Cache._listener preventing cache refreshes

In some cases get_connection could fail in the _listen call, this error is not catched and thus the Cache._listener dictionary keeps a reference to the now dead thread preventing any restart (and thus refresh) of the caches for this (pid, database)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
