Migration replace identifiers on configuration not completed

As explained on https://discuss.tryton.org/t/tax-identifier-configuration-values-not-migrated/7424.

The migration for replace_vat was not completed on the configuration. This is due to a missing save.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
