Round up measurements for shipping API

I had a discussion with the support of Sendcloud and they advise to round up to 2 decimals the weight (and the other measurements).

Indeed I think all shipping API should always round up to avoid 0 when near the precision and also because it is safer to declare more than less.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
