Since b1d0590ca501 `set_shipment_cost` can be called on shipment that are not yet done. So the cost price of the move may not be set and `_get_allocation_shipment_cost_factors_by_cost` crashes with `TypeError: unsupported operand type(s) for *: 'NoneType' and 'decimal.Decimal'`.
