A translation might refer to an unloaded XML ID and thus being record with the wrong fs_id

It could happen that a translation in a PO file refers an XML record that is not loaded because it's behind a `depends`. In that case the translation is loaded by `translation_import` with `res_id = -1` which might be confusing for further translations requests. I think we should skip loading those translation records.
