Fixed transmitting audio via +voicerecord while voice_muteself is enabled, and prevented Linux users from recording while using ALSA

This fixes an oversight where it was possible to press +voicerecord and start a transmission while voice_muteself was enabled. This also adds a compromise to fix an issue in Linux where the voice chat couldn't record audio properly. It seems that when the output system is ALSA, FMOD can't retrieve any actual input devices, nor record audio from them properly. PulseAudio works fine, though. Considering that PulseAudio is more widely used these days, and hardly anyone uses raw ALSA, this compromise should be fine.
