heptapod-paas-runner: graceful reload

The PAAS runner/dispatcher should be able to reread its configuration file for

  • its own purposes, like changing maximal concurrency, or fixing a cc_orga_id.
  • update the configuration that ends up forwarded to the PAAS resource (e.g, setup S3 caches or any other option that the dispatcher doesn't care about.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
