Packed customer shipment are not reversible

In most cases (from sale) packing a customer shipment can not be undone (because once cancelled it is not allowed to reset to draft). But technically nothing prevents a packed shipment to be reset to picked (or waiting without inventory). This will be useful when use pack accidentally a shipment without package but for which shipping labels are needed.
