Import of Bitbucket PRs from forks on Python 3

On Python 3 installations, the subsystem that takes care of importing PRs originating from personal forks on Bitbucket simply fails:

  File "mercurial/bundlerepo.py", line 481, in makebundlerepository
    url = b'bundle:%s+%s' % (util.expandpath(repopath), bundlepath)
TypeError: %b requires a bytes-like object, or an object that implements __bytes__, not 'str'
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
