API HGRC: clean up the GET methods
The reason we have two separate GET methods is that it's hard to actually reflect what's enforced on the repository.
IIRC, the original intention is indeed for
GET /hg_heptapod_conf to give the resulting values of the
[heptapod] settings (does not prove that some other setting is not interfering), and for
GET /hgrc to be the converse of the PUT.
GET /hgrca semi-inverse of
PUT /hgrcby parsing the content of the file, adding only a field for the audit log, that the
PUTshould accept as a convenience (and of course ignore)
GET /hg_heptapod_confactually call
hg configand provide the resulting value for the
