API HGRC: clean up the GET methods
The reason we have two separate GET methods is that it's hard to actually reflect what's enforced on the repository.
IIRC, the original intention is indeed for GET /hg_heptapod_conf
to give the resulting values of the [heptapod]
settings (does not prove that some other setting is not interfering), and for GET /hgrc
to be the converse of the PUT.

make GET /hgrc
a semi-inverse ofPUT /hgrc
by parsing the content of the file, adding only a field for the audit log, that thePUT
should accept as a convenience (and of course ignore) -
have GET /hg_heptapod_conf
actually callhg config
and provide the resulting value for the[heptapod]
settings. That implies understanding the numerous ways to express booleans in Mercurial configuration, but we're already doing that in themulti_actions
method.
