Import from HGWeb based server results in empty repository
Summary
After setting up a 0.29.1 test instance via Docker, allowing outbound connections, configuring SMTP and creating a local user, said user isn't able to import a simple test repository from a HGWeb based Mercurial server using "Import Repository URL". The import finishes but the resulting repository is empty.

Repository is created, but empty.
What is the expected correct behavior?
Repository should have been imported.

Maybe relevant: The repository contains "namespaced branches", like "foo/bar/baz". The log shows:
