CI and tests improvements from heptapod-stable

Georges Racinet requested to merge topic/heptapod-0-17/ci-improvements into branch/heptapod-0-17

The changes made in the heptapod-stable branch are obviously interesting for release branches such as heptapod-0-17, and include some special cases for them (see `scripts/hgitaly-test-build).

This needs to be validated by CI before we are on the verge of releasing.
