Native mode flag

For HGitaly integration, the Mercurial backend will need to know that a given write is done for a native repository.

This should take the form of a new heptapod.native configuration item, that could be initialized either from the command-line (SSH pushes and server-side operations) or by an environment variable (HTTP pushes).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
